An educational placement principle requiring that a student with a disability receive instruction with non-disabled peers to the greatest extent appropriate for that student, so that removal to more restrictive settings occurs only when the student’s disability is such that satisfactory education cannot be achieved in the general class even after reasonably considered supplementary aids, services,
