A device under the control of an end user that implements radio and protocol stacks to access a mobile wireless system; typical examples include smartphones, tablets with cellular modems, and embedded IoT modems. The UE is the radio‑endpoint that initiates attachment, mobility procedures, and user-plane sessions with the network.
