Scope Creep

An uncontrolled or insufficiently governed expansion of a project’s or initiative’s stated objectives, requirements, or deliverables beyond the originally agreed scope, producing diluted focus and typically causing schedule delays, budget overruns, or resource strain.

The uncontrolled or inadequately governed expansion, shift, or accretion of project boundaries, objectives, requirements, or deliverables beyond the originally defined and authorised scope, occurring without formal change control or agreed redefinition of constraints.

An incremental, unmanaged increase in tasks, requirements or objectives within a project, operation or program that exceeds planned capabilities, resources or quality controls and thereby degrades performance; in law‑enforcement contexts this commonly appears in investigations, procurement, or program rollouts.
