The practice of allocating stable, globally resolvable identifiers (for example DOI, Handle, ARK) to information objects or metadata records so they can be referenced, resolved, and linked reliably over time independent of object location; persistence depends on resolution infrastructure, governance, and metadata maintained alongside the identifier.
