Mandate Creep

The incremental and often informal extension of an organization’s responsibilities, activities or authority beyond its originally defined legal, policy or charter mandate, typically occurring through opportunistic adaptation, ambiguous mandates, or repeated ad hoc extensions rather than through formal reauthorization.
