The proportion of time, expressed over a specified measurement interval, during which a surveillance device (e.g., camera, ALPR unit, environmental sensor) is powered, functioning within specification, and connected to required recording or transmission infrastructure; measurement conventions must state whether scheduled maintenance and planned outages are excluded.
