Definition
An arrangement in which distinct administrative domains agree to pool, share or coordinate use of compute, storage, networking or radio resources under mutually defined governance, identity, access control, accounting and policy translation mechanisms. Resource federation enables workloads to run across domain boundaries while preserving domain sovereignty through negotiated rules.
