An institutional architecture in which authority, policymaking responsibilities, and regulatory capacity are distributed across multiple territorial levels (local, regional, national, supranational) and among public and non‑state actors, producing policy outcomes through interdependent vertical and horizontal interactions rather than through a single centralized hierarchy.
