It applies when prerequisites are met and produces observable changes in learner performance or organizational capability. It does not ensure outcomes without appropriate implementation, feedback, and adjustment based on evidence.

An instructional approach that treats mastery of defined learning objectives as a prerequisite for progression: students receive formative assessment, targeted corrective instruction and additional time as needed so that attainment of high levels of understanding or skill (a predefined criterion) precedes advancement to subsequent material.
