A loosely organized, often temporary coalition of actors from government, interest groups, experts, firms, and civil society who coordinate around a single policy problem or narrow set of issues; characterized by fluid membership, low institutionalization, issue-specific collaboration, and reliance on information, media, and ad hoc procedures rather than formal rules.
