A descriptive model that explains how public and policymaker attention to a social problem typically progresses through phases — initial low salience, sudden rise in public and media attention, heightened demand for action, realization of policy costs and trade‑offs, declining attention, and finally adaptation or residual policy—producing characteristic volatility in issue salience.
