Definition
A state characterized by weak institutional capacity and limited resilience to political, economic, or social shocks, resulting in persistent governance vulnerabilities (inadequate service delivery, fragile legitimacy, weak rule of law) that increase the probability—but do not guarantee—the emergence of severe breakdown or failure under stress.
