Degenerate Critical Point

A critical (stationary) point of a function or equilibrium of a dynamical system at which the Hessian (for finite-dimensional smooth functions) or the linearization (for dynamical systems) fails to be nondegenerate (has zero determinant or zero eigenvalues), so the standard quadratic classification (Morse theory, linear stability) does not apply.
