A commercial firm that analyzes and publishes structured opinions (ratings) on the relative creditworthiness of issuers and debt instruments, based on qualitative and quantitative assessment of default risk, recovery prospects and issuer-specific factors; ratings are evaluative judgments, not guarantees of repayment.
