Authority Vacuum

A temporary or sustained absence of effective, legitimate authority and enforcement capacity in which no actor can reliably make or implement binding decisions, leaving governance, order, or services unmaintained.

A failure mode in which, despite legal frameworks or nominal jurisdictional claims, no agency effectively exercises control, coordination, or responsibility over an incident, area, or population—because of incapacity, withdrawal, refusal, or breakdown—leaving governance absent or ineffective.
