A statistical technique that stabilizes noisy small‑area rate or proportion estimates by shrinking raw local estimates toward an estimated global or group mean, where the shrinkage weight is determined from observed variance across areas (an empirical estimate of the prior), thereby reducing variance at the cost of introducing data‑driven bias.
