Collective Action Failure

A breakdown in cooperation among individuals or groups that prevents the provision, maintenance, or attainment of a shared good or coordinated outcome that would be Pareto‑superior to non‑cooperation, despite the existence of mutual benefits; causes include free‑riding, coordination problems, heterogeneity of preferences, and lack of credible enforcement.
