Chilling Effect

A phenomenon whereby individuals, organizations, or the press refrain from undertaking lawful expression, investigation, or other conduct because of a credible threat of legal sanction, surveillance, retaliation, or other adverse consequence, resulting in self‑censorship or inhibited activity beyond the scope of the legitimate constraint.
