Black Start Capability

The technical ability, on-site resources, procedures and coordination required to start a generation unit or restore an electrical power system without drawing power from the external grid; typically includes dedicated starter generators, auxiliary fuel or batteries, stepwise energization sequences, protective relay settings and a documented restoration plan.
