The progressive breakdown or failure of a previously unified administrative order into multiple, overlapping, or competing authorities—local, regional, customary, or privatized—such that coherent territorial governance, uniform application of law, and centralized provision of public functions are disrupted or replaced by inconsistent regulatory and enforcement regimes.
