A legal norm used to assess public measures and sanctions by requiring (1) suitability: the measure must be capable of achieving a legitimate aim; (2) necessity: no less restrictive but equally effective measure is available; and (3) proportionality in the narrow sense: the measure’s disadvantages for the affected interests must not be excessive in relation to the benefits for the aim pursued.
