Excessive vertical displacement (increase in sag) of an overhead electrical conductor relative to its designed unloaded and loaded positions such that statutory or operational clearances to ground, structures, vegetation, or neighboring phases are reduced below acceptable limits, increasing the risk of contact, flashover, or mechanical overstress.
