A legal doctrine that, by default, prevents a sovereign state, its political subdivisions, or certain state organs and officials from being subject to private suit or enforcement without the state’s consent; the doctrine’s scope, waivers, and exceptions are determined by the applicable constitutional, statutory, or international framework and by the distinction between acts in a sovereign capacity
