Definition

A descriptive model of decision-making in organizations characterized by ambiguous goals, fluid participation and unclear technologies, in which problems, solutions, participants and choice opportunities flow independently; decisions emerge when these streams happen to couple temporally rather than from systematic goal‑directed choice.
